On April 19, ORBA hosted a half day Commercial Vehicle Operator’s Registration (CVOR) Workshop for members with the Ministry of Transportation (MTO) and Infrastructure Health & Safety Association (IHSA) in Mississauga.
Representatives from MTO presented an overview of the CVOR kilometric system and addressed some of the key components of the system as it related to the road building industry. IHSA representatives presented information on the CVOR Review Panel. There was also a question and answer period after each presentation.
The workshop was developed in response to members’ complaints over the kilometric CVOR model. The workshop allowed members to constructively discuss the issues and challenges the industry has faced with the CVOR system.

Andy Rombouts, Manager, Carrier Sanction and Investigation Office
Andy has been with the Ministry of Transportation’s enforcement program for the last 22 years in various capacities from Enforcement Officer to his current position as Manager of CSIO. His experience across the program gives him a unique perspective on commercial vehicle enforcement from roadside inspections to Carrier monitoring with a focus on working together to achieve road safety.
Robert (Bud) Kneller, Enforcement Training Program Advisor, Carrier Enforcement Program Office
Bud has been with the Ministry of Transportation’s enforcement program for the last 19 years. In 2002, Bud was certified as a provincial CVSA instructor and in 2010 as lead provincial instructor for Cargo Securement. Currently Bud is on a temporary work assignment with the Carrier Enforcement Program Office assisting with the development and delivery of Ministry training for 2016.
