ORBA’s working committees identify and consider issues of current importance to members, and provide recommendations for action to the Board of Directors. The committees also develop and operate ORBA programs and services such as the Road Building Academy and the Driver’s Licence Status Check service. Committee members are dedicated volunteers who contribute their time and expertise to the betterment of the road building industry.

The Hot Mix, Structures and Contracts and Specifications committees also meet jointly with the Ministry of Transportation to manage technical issues arising from specifications and contract administration procedures. As well, ad-hoc committees are struck when necessary to consider an issue or project of significant importance or to work with other organizations on matters of common interest.

The Area Maintenance Contractors (AMC) Council represents members who bid or perform highway maintenance in Ontario under long-term performance contracts. The Council meets several times per year in direct consultation with the Ministry of Transportation on all matters related to contract provisions and administration, performance of the contract and equitable balance of risk between contractor and owner.

The Mandate of the Council is:

  • To work jointly with the Ministry of Transportation on the administration and performance of area maintenance contracts and managed outsourcing including, but not limited to, contracts, specifications, contractor payment, standards and regulation.
  • To identify and manage regulatory or other issues that will have a specific and distinct impact on maintenance contractors and which are not being managed by another working committee.
  • To support technology development that will improve efficiency and/or productivity in performing maintenance work.
  • To support technology development that will reduce the environmental impacts of road maintenance work.

The Contracts and Documents Committee is responsible for working with owners to improve contracts and documents, not including technical specifications. It liaises directly with the Ministry of Transportation on MTO issues and uses subcommittees to address single issues where necessary. The Committee also actively promotes fair tendering practices at the municipal level.

The mandate of the Contracts and Documents Committee is:

  • To promote fair, standardized General Conditions of Contract and other construction contract documents to all owners;
  • To promote and protect fair, equitable and transparent public tendering practices;
  • To promote the use of OPSS standard documents by Ontario municipalities and private owners;
  • To ensure strong ORBA representation the OPSS Advisory Board and all OPSS working committees.”

The Hot Mix Technical Committee works closely with the Ontario Hot Mix Producers Association on matters related to hot mix asphalt specifications and construction. It works jointly with the Ministry of Transportation on the introduction and revision of all hot mix specifications, as well as grading specifications.

  • To work jointly with MTO in the development or revision of construction and materials specifications related to hot mix asphalt paving and grading;
  • To work jointly with MTO on all matters related to the testing and acceptance of hot mix asphalt;
